Why are so many managers SO in love with the idea of a setup man and a closer?

I don't really understand the idea of the set-up man. It's kinda like telling a guy he's not good enough to close but he's too good to be relief. I think the reason for the closer is you want someone to come in just in case the starter falls apart after 8 innings.
