I have a craftsman lt 1000 with a 18hp briggs & stratton wont start?

I have recently replaced the battery and starter, cables seem to be corrosion free, engine try to start, spins a couple of revelations, then seems to drain battery. Very cold weather now although garaged. It will start if jumped, but only if jumped even with a new battery
