Cyber bulling should be a criminal offense?

for a debate tournament coming up in december we need to write a law case. the topic is should cyber bulling should be a criminal offense? i have to write a negation side (it should not be illegal) and an affirmation side (should be illegal). please give me your opinion and where you stand on this case. all opinions are appreciated. story's are great too! thanks :)
